HBCC Research Essentials Toolkit: Terminology Guide

There are many terms that are commonly used by researchers, local and state administrators, policymakers, and others to define the home-based child care (HBCC) sector. However, because the sector is complex and nuanced, definitions can vary depending on such factors as a provider’s relationship to the child and whether a provider is licensed or unlicensed. This guide defines key terms used to describe HBCC settings and providers, including those who receive public funding (e.g., from a state child care subsidy program) as well as those who may be unpaid or paid by family members or friends.
